The filing of his Motion for Reconsideration is of no moment. Section 1(d), Rule 13 of the 1993 COMELEC Rules of Procedure categorically prohibits a motion to reconsider a resolution of the COMELEC en banc except in cases involving election offenses. (Valino v.
